  • NORC has identified relationship building (people connections) as a key element in navigating legal and policy steps towards access to data. This starts with identifying the correct person or team to build the relationship with, which can itself be a time-consuming task. For example, our outreach to AUTM is bearing fruit after many weeks of talking to different staff within the organization until we identified the person with the right understanding and knowledge of the data and authorization to provide access once the details are worked through. We first secured a meeting with the CEO of the organization, who introduced us to the manager of the AUTM Innovation Marketplace (AIM, see below) and to the CEO of AUTM’s federal counterpart, the Federal Laboratory Consortium for Technology Transfer.
  • Identifying FBSEs in extant data is a challenging task, in terms of data availability and privacy.
